Ethics of scientific publications in the journal “History of economics and economic thought of Ukraine

The Editorial Board of the “History of economics and economic thought of Ukraine” whose founder and publisher is  the State Enterprise “Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine”, strictly adheres to the principles of impartiality and objectivity, high requirements to the quality of scientific research, support for new knowledge, collegiality in making decisions on the publication of articles, strict observance of the copyright and related rights and categorical rejection of any form of plagiarism. The activities of the Editorial Board are organized and conducted in accordance with internationally recognized standards of quality of scientific work based on the recommendations of the Committee on Public Ethics (COPE), the Ethics of Scientific Publications Publishing Ethics Resource Kit (PERK) of the publishing house Elsevier, the Ethics Code of the Scientist of Ukraine, as well as on the experience of foreign and best domestic scientific publishers.

Ethical commitments of the Editorial Board

Editor-in-Chief and members of the Editorial Board make their efforts to disseminate new scientific knowledge, sharing with the scientists the freedom of choice as to the research field, but at the same time, requiring from them professional level investigations and rejecting falsifications, plagiarism, unfair practices, censorship and pseudo-science.

Editor-in-Chief and members of the Editorial Board are responsible for formulating and implementing editorial policy, and promoting the free dissemination of scientific knowledge with due observance of copyright.

Editor-in-Chief and members of the Editorial Board act in the interests of the professional reputation of the authors-scientists and can not have their own interests regarding the approval or rejection of the articles. When making such decisions, they are solely guided by the principles of impartiality, objectivity, and the high level of scientific research and knowledge.

Editor-in-Chief and members of the Editorial Board oppose the publication of articles containing irrefutable evidence of the author’s unethical behavior as a scientist or any hint of the author’s plagiarism.

Editor-in-Chief and members of the Editorial Board have an unbiased attitude to the author’s gender, sexual orientation, religious beliefs, nationality, citizenship, social status, and political views, while evaluating the articles only based on their scientific value.

Editor-in-Chief and members of the Editorial Board and the editorial and publishing group should not transmit information concerning the articles to anyone other than the reviewers, the authors themselves and, if necessary, the publisher. Unpublished manuscript data should not be disclosed to third parties.

Editor-in-Chief and members of the Editorial Board and the editorial and publishing group should not disclose the identity of the reviewers.

After publication, the articles are placed in open access, being the copyrights on them kept by the authors.

In a conflict situation is detected regarding the manuscripts and published materials, the Editor-in-Chief must make every effort to restore the rights, correct the mistakes and refute the false information.

Ethical commitments of the authors

The authors, proceeding from the premise that scientific research is a process of gaining new knowledge, transmit, to the journal, articles that highlight the results of original and self-conducted research, which have not been published previously. The authors bear personal responsibility for the manuscript texts, the authenticity of the published data, and the correct use of quotations and references.

Respecting the work of the Editorial Board and reviewers, the authors must provide reliable research results.Authors must recognize international and national copyright laws. The results of the research stated in the article should be made transparent, with own and others’ achievements clearly distinguished. All citations and borrowings should be accompanied by appropriate bibliographic references. Excessive borrowing, piracy, plagiarism in any form, including citations without corresponding references, rephrasing, and appropriating the results of others’ research, are unacceptable and considered unethical.    If the study was conducted by a group of scientists, the publication of its results should mention as authors all those who participated in it, or made their intellectual contribution to the article’s concept and structure and the interpretation of the research results. Individual contribution of the researcher may be indicated separately. The criterion of authorship in this case is the scientist’s real creative contribution. The public responsibility for the article’s content is to be borne by all the authors mentioned in it.

At the request of the Editorial Board, authors should disclose the sources of their research.

It is unacceptable to submit the same article to multiple publishers. Authors who commit this should clearly understand that this is a bad practice.

If the provisions (elements) of the article have already been made public by the author, reference should be made to the previous article(s) with a clear statement of what the new work differs from the previous one(s). Verbatim copying, re-writing of their works and their paraphrasing are not allowed and can only be used as a basis for new findings.

In case of identifying significant errors or inaccuracies at the stage of review, preparation for publication or after the publication, authors should immediately inform the Editorial Board and jointly with them correct the situation within the shortest possible time.

The authors should indicate the project’s sources of funding, if any.

The authors should avoid conflicts of interest.

Ethical commitments of the reviewer

The purpose of the reviewer’s work is to objectively and impartially assess the article’s quality, to define the degree of novelty in disclosing the topic, its compliance with scientific and ethical standards of publications, and the journal’s requirements.

Expert assessments are designed to help the author improve the quality of the material, and assist the Editorial Board to decide on the article’s publication.

The reviewer must have profound knowledge about the achievements of world science in the relevant field, in order to assess the article’s novelty and the adequacy of the author’s coverage of previously published articles on the same subject matter.

If the reviewer does not consider himself an expert in the article’s field or can not fit into the specified review time, he should refuse to review.

Reviewer can not be the article’s co-author of the article or the author’s research supervisor.

The manuscript submitted to review is a confidential document and can not be discussed with third parties (except for editorial staff). The reviewer should not use the information and ideas from the article for his own benefit.

In case of a suspicion of plagiarism or data falsification, the reviewer should immediately inform the members of the Editorial Board.

The reviewer’s opinion should be expressed clearly, unambiguously and correctly.

The reviewer is the first to identify the plagiarism and bears personal responsibility for the quality of his conclusion.

 Ethical commitments of the Publisher

The publisher should be aware that the publication of a scientific journal is not a commercial project and does not have the purpose of making a profit.

The publisher controls the observance of the above mentioned ethical requirements by the Editorial Board, reviewers, editorial and publishing group, and authors.

The publisher provides editorial support and assistance in complying with ethical aspects of publishing materials, and helps interact with other magazines and publishers.

Publisher contributes to the publication of corrections, clarifications, refutations and apologies.

The publisher supports the Editorial Board in preventing the publication of any form of plagiarism or pseudo-scientific articles.
